If someone has had mental deficiencies because of sleep apnea, are they reversible once treated?

If a person gets treated for sleep apnea, such as using a CPAP machine, will the mental deficiencies resolve or will they have permanent brain damage/memory loss?

the damage come from a lack of oxygen to the brain while the person is sleeping and their breathing is blocked it is not reversable though some studies suggest the brain is able to regrow itself but this is not proven
