How do you do manpower planning for a 500 bedded multi speciality hospital?

this hospital is going live on 1st december 2007, so plan your manpower accordingly like how many people would you need on the first day....

on addition i also need information on how to do equipment planning for a 500 bedded multispeciality hospital?
