How many clinical pharmacists are needed in a 700 bed Hospital?

I need to make a plane about staff development (pharmacists in a pediatric, maternity, and general hospital)
I want to know the actual needed clinical pharmacists, Pharm D, quality assurance, pharmacoeconomics in our hospital

I would have one for every floor, then one for every shift. Then have 2 for ER during the day, maybe 2 on call for surgery, and 2 on call to rotate floors.

I think it would depend upon how busy you are and when.
