Wheelchair/Scooter?

I'm looking for a wheelchair or scooter for my mom, what should I look for?

Questions for you:

what does she want it to do? get her around her house/apt, or get her outside/around the neighborhood?
what are her medical issues?
what will she be toting around with her (oxygen tank, etc)?
does she WANT it, or NEED it?
& lastly, who will be paying for it?

Could give you a better answer once more info given.
